Three pages, fastened with a pin; 8 by 13 inches. Mimeographed. A statement of the correct procedure for handling complaints about letters and parcels that were stolen or tampered with. Signed in type by West and addressed by hand to Inspector Culver. An interesting look at internal mail handling policies. Based on searches of government documents, it appears that Inspector West held his position in the late 1880s and early 1890s. Folded for mailing, else very good.
